Jail is alright, but recovery of the money, too is very important

A few days ago, I met a leader. During our talks, various scams being in the limelight these days, also came up. His views made me to think. He said that scam of any magnitude can be carried out these days. But, if you are ready to go to jail for a few days, you have nothing to fear of. According to him, the moment the leader is put behind the bars, half of public ire gets pacified and half of the case is also won. When he comes out of jail after a few months, he is accorded a hero’s welcome. Then, comes the elections and the leader wins and now he can claim that the public has condoned the corruption or he might say that he has been forgiven by the supreme court of the democracy i.e. the janata durbar. There may be one or two cases, but ultimately disputes are settled in his favour. But, the most important question remains, where is the money, which this man has amassed from the scam?

Let us take the example of 2-G spectrum scam, which amounts to almost staggering 1,76,000 crores rupees. It may be true that more than half a dozen leaders and others including A Raja and Kanimozhi are behind the bars in connection with this scam, but the question remains that how much money has so far been recovered by the CBI? It is not clear from the statements of the CBI as to any amount relating to this scam has so far been recovered or not? According to the charges by the investigation agency in this scam of  1,76,000 crore rupees, Raja had made the company of Shahid Balwa to pay a sum of Rs 200 crores to Kalaignar TV and this amount had reached Kalaignar TV through Cineyug. Kanimozhi and Sharad owned 20% shares each in Kalaignar TV, whereas Dayalu Ammal had a whooping holding of 60%. It is being talked about that if the CBI has not made it public that it has recovered any amount from someone or not, then the money has came back to Shahid Balwa through the same channel through which it had reached Kalaignar TV? In case, the amount of theft is not recovered, there can not be an air-tight case. This amount must be recovered and deposited in the Court, which then becomes the case property. If your mobile phone is stolen in a bus, then the case can not be considered air tight till the police apprehend the culprit and recover and table the stolen mobile in the Court. Of course, the CBI arrested Gautam Doshi, Managing Director, Reliance, Senior Vice Presidents, Hari Nayar and Surendra Papara, Director, Swan Telecom, Vinod Goenka and Director of Unitech Wireless Sanjay Chandra, but there is no indication as to the recovery of any money from these persons. What steps the CBI or the government is contemplating to recover the money involved in the scam? Will the government confiscate the properties of these accused and their companies to recover the scam money? This action is necessary for two reasons. Firstly, it is the property of the country, and secondly this amount has been amassed by looting the country and as such it is the case property. 2-G Spectrum is just one scam, God knows how many more scams are lying undetected. If money involved in these scam is recovered, the people of the country can be relieved of the burden of the poverty.

जेल तो ठीक है पर पैसे की रिकवरी बहुत जरूरी है

दो-तीन दिन पहले मुझे एक नेता मिला था। बातों बातों में आजकल सुर्खियों में चल रहे विभिन्न घोटालों का जिक हुआ। उस नेता की बातों ने मुझे सोचने पर मजबूर कर दिया। उसने कहा कि आजकल जितना बड़ा घोटाला करना चाहो कर लो। हां, अगर आप कुछ दिन जेल जाने को तैयार हों तो फिर आपको कोई और डर नहीं। उसके अनुसार जिस दिन नेता जेल गया उसी दिन जनता का आधा गुस्सा तो ठंडा हो जाता है, आधा केस भी हो जाता है। वह कुछ महीने अंदर रहने के बाद जब बाहर आता है तो उसका अच्छा स्वागत किया जाता है। फिर चुनाव आ जाते हैं और वह नेता चुनाव जीत जाता है और यह कहने की स्थिति में हो जाता है कि जनता ने उसके भ्रष्टाचार पर उसे माफ कर दिया या फिर यह कहता है कि लोकतंत्र की सुपीम अदालत यानी जनता के दरबार में उसे माफी मिल गई है। एक-आध केस चलता रहता है और मामला रफा-दफा हो जाता है। सबसे महत्वपूर्ण सवाल यह है कि वह पैसा कहां गया जिसका इसने घोटाला किया था?
आप 2-जी स्पेक्ट्रम घोटाले को ही ले लीजिए। यह घोटाला लगभग 1,76,000 करोड़ रुपए का है। यह ठीक है कि इस घोटाले में ए. राजा, कानीमोझी सहित आधा दर्जन से ज्यादा नेता व अन्य जेलों में हैं पर सवाल यह है कि सीबीआई ने कितने पैसों की अब तक रिकवरी की है? सीबीआई के बयान से अभी तक यह साफ नहीं है कि उसने इस केस में अब तक कोई राशि जब्त की है या नहीं? 1,76,000 करोड़ रुपए के इस घोटाले में अभी तक जो आरोप सीबीआई की ओर से लगाया गया है वह है कि राजा ने 200 करोड़ रुपए कलेंगनार टीवी को शाहिद बलवा की कम्पनी से दिलाए थे जो सिने युग द्वारा कलेंगनार टीवी तक पहुंचे थे। इस टीवी में कानीमोझी और शरद की बीस पतिशत की हिस्सेदारी थी जबकि दयाल अम्मल की भागीदारी साठ पतिशत है। कहा यह जा रहा है कि जिस रास्ते से पैसा कलेंगनार टीवी में आया था उसी रास्ते से वापस शाहिद बलवा के पास पहुंच गया अगर सीबीआई ने अभी तक यह बात सार्वजनिक नहीं की है कि उसने किसी से कोई रकम भी बरामद की है या नहीं? जब तक चोरी की रकम बरामद नहीं हो जाती तब तक कोई भी एयर राइट केस नहीं बनता। उन्हें यह राशि बरामद करके अदालत में जमा करानी आवश्यक होती है जो केस पापर्टी बनती है। अगर आप का मोबाइल बस में चारी हो जाता है तो पुलिस मुजरिम को पकड़ कर जब तक अदालत में चोरी गया मोबाइल पेश नहीं करती तब तक केस एयर राइट नहीं माना जाता। सीबीआई ने रिलायंस के मैनेजिंग निदेशक गौतम दोषी, सीनियर वाइस पेसीडेंट हरी नायर, सुरेन्द्र पपारा, स्वॉन टेलीकॉम के निदेशक विनोद गोयनका और यूनिटेक वायरलैस के निदेशक संजय चंद्रा को गिरफ्तार तो किया है मगर उनसे कोई राशि बरामद हुई है या नहीं, इसका कोई ब्यौरा नहीं दिखा गया। सीबीआई या सरकार घोटाले की रकम को रिकवर करने के लिए क्या कदम उठा रही है? क्या सरकार इन आरोपियों की सम्पत्ति जब्त करके पैसे की रिकवरी करेगी? यह करना इसलिए जरूरी है कि पहली बात तो यह देश की सम्पत्ति है और दूसरी बात यह रकम देश को लूट कर बनाई गई है और केस पापर्टी है। 2-जी स्पेक्ट्रम का तो एक घोटाला है, ऐसे न जाने कितने और घोटाले हैं। अगर इनकी रिकवरी हो जाए तो देश की जनता गरीबी की मार से बच जाए।

Those who abuse the Lord will always suffer.

Karunanidhi’s Dravida Munnetra Kazhgam suffered a total washout in the recent elections to the Tamil Nadu Assembly. Of the 234 seats in the Assembly, his party could get just 31 seats while Jayalalitha’s AIADMK got huge 200 seats. With his defeat, I am particularly happy because this is the fate that should befall those abusing Lord Rama. He is the same person who had said at a Press Conference that Lord Rama was an imaginary figure and also that the Ramayana had no basis. And from which engineering college did Lord Rama get his degree? These very remarks the Ravana of this era were made on the Setu controversy. Some of the stanzas of the Ramayana come to my mind on this issue.
`राम विमुख अस हाल तुम्हारा। रहा कोई न कुल रोबन हारा'
Meaning that “Not giving due respect to Lord Rama has brought you to this pass. And due to this you have reached a stage where even in your family there is no one left even to cry for you.”
The people have done what is written in one part of the Ramayana.
“जाको प्रिय न राम वैदेही। तजिये ताहि कोटि काति वैरी सम।। यद्यपि परम स्नेही”
Meaning that“Anyone who does not respect Rama Sita, he should be totally ignored, however dear he might be to you.”
When Karunanidhi and his stooge T R Baalu suggested that Ram Setu should be destroyed, their downfall started that very moment.
“जो अपराध भगत कर करहीं, राम रोष पावक सो जरहीं”
Meaning that, “Anyone who demeans devotees, he gets burnt in the fire of anger of Lord Rama, that he invited because of his utterances. Lord Rama does not spare anyone who insults his devotees.”
Ram Setu was built not by Rama, but by his ardent devotee Lord Hanuman and his army of followers. And the idea of destroying the Setu given by Karunanidhi was an insult to the devotees of Lord Rama. Devotee of Lord Rama, Lord Ram the Protector of Devotees could never tolerate all this. That is why in Ramcharitramanas, Saint Tulsidas said:
“जाको प्रभु दारुण दुख दीन्हा, ताकि मति पहिले हर लीन्हा”
Meaning that “anyone who troubles the Almighty will have to pay for it by inviting misery upon himself. And whomsoever the Lord wishes to punish, he takes control of his mind first.”
And that is what has happened to Karunanidhi who is so unwell that one cannot say how he will be affected by the defeat at the hustings. His daughter Kanimozhi might go to jail any time. A Raja is already in jail. One of his wives, Dayalu Ammal might also get into trouble. T R Baalu is out and it is difficult to say whether he will get power again. In all, the whole family is scattered.
After the humiliating defeat of Karunanidhi, what his attitude will be towards the Manmohan Singh government could cause concern for the Central Government, because he can withdraw his ministers from the government, but the Congress Party should not be too worried by this. The shortfall in case of DMK MPs pulling out of the government can be met and the Congress Party should not be bothered by this.
In the 2G spectrum scam, the government should be open about investigating Karunanidhi and company without any fear or pressure.The supporter of Rajiv Gandhi’s assassin, the LTTE, Karunanidhi, deserved this fate.

भगवान राम को गाली देने वालों का यही हश्र होता है

तमिलनाडु में एम. करुणानिधि की पार्टी द्रमुक का विधानसभा चुनाव में सफाया हो गया है। 234 सीटों की विधानसभा में करुणानिधि को सिर्प 31 सीटें ही मिली हैं जबकि अन्ना द्रमुक नेता जयललिता की पार्टी को 200 सीटें हासिल हुई हैं। करुणानिधि की हार से मुझे विशेष प्रसन्नता हुई है। भगवान राम को गाली देने वालों का यही हश्र होना चाहिए। यह वही करुणानिधि हैं जिन्होंने एक प्रेस कांफ्रेंस में सवाल किया था कि राम एक काल्पनिक व्यक्ति थे। रामायण मात्र कपोल कल्पना है। उसका कोई वजूद नहीं है। राम ने किस इंजीनियरिंग कॉलेज से डिग्री ली थी? यह टिप्पणी रावण के इस वंश ने सेतु समुद्रम परियोजना विवाद के दौरान की थी। मुझे रामायण की कुछ चौपाइयां याद आ रही हैं।

`राम विमुख अस हाल तुम्हारा। रहा कोई न कुल रोबन हारा'

अर्थात् भगवान राम से विमुख होने पर तुम्हारा ऐसा हाल हो गया है कि तुम्हारे परिवार में कोई रोने वाला भी नहीं बचा। जनता ने वही किया जो रामायण की इस चौपाई में लिखा है `जाको प्रिय न राम वैदेही। तजिये ताहि कोटि काति वैरी सम।। यद्यपि परम स्नेही' अर्थात् जिसे भगवान राम और मां सीता प्रिय न हों उसका त्याग कर देना चाहिए चाहे वह कितना भी अपना प्रिय क्यों न हो।
जब करुणानिधि और उनके चेले टीआर बालू ने रामसेतु को गिराने की वकालत की थी उसी समय से उनका पतन होना शुरू हो गया था। 

`जो अपराध भगत कर करहीं राम रोष पावक सो जरहीं' 

अर्थात् यदि कोई व्यक्ति भगवान राम के भक्तों के प्रति अपराध करता है तो वह प्रभु के क्रोध रूपी अग्नि में जलता है। इसका तात्पर्य यह है कि भगवान राम उस दुष्ट व्यक्ति को कदापि नहीं माफ करते जो उनके भक्तों का दिल दुखाता है। रामसेतु का निर्माण भगवान राम ने नहीं बल्कि उनके भक्त हनुमान और हनुमान सेना ने किया था और करुणानिधि ने रामसेतु को तोड़ने के लिए जो तिकड़म रची थी उससे भगवान राम के भक्तों का दिल दुखा। इसे भक्त वत्सल भगवान राम कभी भी बर्दाश्त नहीं कर सकते थे। इसीलिए राम चरित मानस में संत तुलसीदास ने कहा हैö`जाको प्रभु दारुण दुख दीन्हा ताकि मति पहिले ही लीन्हा' अर्थात् भगवान जिसे अत्यंत कष्ट देना चाहते हैं उसकी बुद्धि को पहले ही हर लेते हैं। वही हुआ करुणानिधि के साथ। आज करुणानिधि खुद इतने बीमार हैं कि कहा नहीं जा सकता कि इस हार का उन पर क्या असर हो। उनकी बेटी कनिमोझी किसी भी समय जेल जा सकती हैं। ए. राजा पहले से ही जेल में हैं। एक पत्नी दयालु अम्मल भी फंस सकती है। टीआर बालू बाहर हैं और सत्ता में शायद ही कभी आएं। कुल मिलाकर पूरा परिवार ही बिखर रहा है।

करुणानिधि की इस शर्मनाक हार के बाद उनका मनमोहन सरकार के प्रति क्या रुख रहता है यह कांग्रेस के लिए थोड़ी चिन्ता पैदा कर सकता है। क्योंकि अब वे केंद्र सरकार से अपने मंत्री हटा सकते हैं पर कांग्रेस को इसकी ज्यादा चिन्ता नहीं होनी चाहिए। द्रमुक सांसदों की कमी पूरी हो जाएगी। हां अब कांग्रेस Šजी स्पेक्ट्रम घोटाले में खुलकर करुणानिधि एण्ड कम्पनी की जांच-पड़ताल बिना किसी दबाव के कर सकती है। राजीव गांधी के हत्यारे लिट्टे के समर्थक करुणानिधि का यही हश्र होना चाहिए था।

पूरी तरह लपेटे में आ चुके हैं करुणानिधि और उनका परिवार

यह कलयुग है और कलयुग में भगवान राम को गाली देने वाले भी मौजूद हैं पर भगवान राम को गाली देने वाला अंतत धरा जाता है और जब उपर वाले के प्रकोप का डंडा चलता है तो बन्दे के होश ठिकाने हो जाते हैं। यही कुछ हाल द्रमुक प्रमुख एम. करुणानिधि का भी हो रहा है। यह वही करुणानिधि हैं जिसने रामसेतु समुद्र परियोजना में सवाल पूछा था कि राम ने कौन-सी यूनिवर्सिटी से इंजीनियरिंग की डिग्री हासिल की थी। भगवान राम को खुली गाली देने की कीमत करुणानिधि को चुकानी पड़ेगी। करुणानिधि 2जी स्पेक्ट्रम घोटाले प्रकरण में बुरी तरह से उलझते जा रहे हैं। इनके तमाम तेवरों के बावजूद कांग्रेस नेतृत्व इनकी ब्लैकमेलिंग में नहीं आ रहा है। यही नहीं कांग्रेस ने तो एक तरह से करुणानिधि को सीधी चुनौती दे दी है कि वे सरकार से समर्थन वापस लेने का फैसला करते हैं तो कर लें। लेकिन नई स्थितियों में उनका बचाव करना अब सम्भव नहीं है। करुणानिधि की तमाम कोशिशों के बावजूद उनके चहेते ए. राजा तिहाड़ में पहुंच चुके हैं। अब सांसद बेटी कनिमोझी 2जी स्पेक्ट्रम घोटाले की आरोपी बन गई है। सीबीआई ने पूरक चार्जशीट दाखिल कर दी है। बेटी के कटघरे में आने से करुणानिधि का पूरा परिवार फंसता नजर आ रहा है। सीबीआई ने जो ताजा चार्जशीट दाखिल की है उसमें दावा किया गया है कि बहुचर्चित फर्म डीबी रियलिटी के जरिये कलैगनर टीवी के खाते में 214 करोड़ रुपये की रकम दी गई है। कलैगनर टीवी के प्रबंधन ने कागजों में हेराफेरी की और इस रकम को कर्ज के रूप में दिखा दिया। अपनी भूमिका पाक-साफ दिखाने के लिए टीवी संस्थान ने यह रकम भी लौटा दी। सीबीआई ने दावा किया है कि यह रकम उन कम्पनियों को मिली थी जिन्हें स्पेक्ट्रम आवंटन में फायदा पहुंचाया गया था। चूंकि ए. राजा, कनिमोझी के खास प्रभाव में थे, इसलिए उन्होंने कलैगनर टीवी को एक जरिया बना लिया। उल्लेखनीय है कि कलैगनर टीवी डीएमके के प्रचार मुखौटे की भूमिका में रहता है। आरोपी तो करुणानिधि की पत्नी दयालु अम्माल को भी बनना था पर यह इसलिए फिलहाल नहीं हुआ क्योंकि वे टीवी संस्थान में महज एक साइलेंट पार्टनर थीं। कनिमोझी के साथ कलैगनर टीवी के प्रबंध निदेशक शरद कुमार को भी आरोपी बनाया गया है। इस संस्थान में उनकी भी 20 प्रतिशत की हिस्सेदारी पाई गई। डीएमके के करीबियों का कहना है कि दयालु अम्माल भले सीबीआई के शिकंजे से बच गई हों, लेकिन वे अदालती जंजाल में फंस सकती हैं। क्योंकि जिस संस्थान में उनका मालिकाना हक 60 प्रतिशत का हो, उसके कार्यकलापों की जिम्मेदारी से वे कैसे मुक्त मानी जा सकती हैं? इसके साथ ही इस मामले से करुणानिधि के परिवार में आपसी द्वंद्व बढ़ सकती है क्योंकि करुणानिधि की एक पत्नी दयालु अम्माल फिलहाल बच गई हैं जबकि उनकी दूसरी पत्नी राजथी अम्माल की बेटी कनिमोझी घोटाले के लपेटे में आ गई है। करुणानिधि के परिवार में कई वजहों से पहले से ही घमासान चल रहा है। सीबीआई की चार्जशीट परिवार के द्वंद्व को और बढ़ा सकती है, रही-सही कसर तमिलनाडु विधानसभा परिणाम आने पर शायद पूरी हो जाए। अगर डीएमके हार जाती है तो दोनों तमिलनाडु और केंद्र से सत्ता से हाथ धोना पड़ सकता है। भगवान के घर देर है अन्धेर नहीं।
